Where is the ceremony on 9 / 11 will be held this year?

I've heard that since the construction began around freedom, they are not allowing people in the World Trade Center. Therefore, I ask the question: Where the ceremony of 9 / 11 I remember this year? (2009) Any help is appreciated, thanks!
